Balanced National Development, Projects and Budget

What is Balanced National Development?

  • The Government formulates a five-year balanced national development plan in accordance to Article 4 of the Special Act on Balanced National Development and establishes action plans every year to carry out this balanced national development effectively.

Balanced National Development Projects are all projects established and carried out according to the actions plans of the Five-Year Balanced National Development Plan (General Accounts, Special Accounts for Balanced National Development, other special accounts and funds) and they also include new projects, non-budget projects and projects carried out with local governments’ own funds.

  • Matters relating to establishing and activating regional innovation systems
  • Matters relating to invigorating regional economies, such as the fostering of regional industries and job creation
  • Matters relating to improving educational conditions in the region, fostering regional human resources
  • Matters relating to promoting science and technology in the region
  • Matters relating to developing regional development hubs and expanding transport and logistics networks
  • Matters relating to promoting regional culture/tourism and preserving environment
  • Matters relating to expanding regional welfare, health and medical care
  • Matters relating to activating regional finances
  • Matters relating to accelerating the development of growth promotion areas, areas of special concern, rural areas, etc.
  • Matters relating to relocating public entities, etc. to provincial areas and reinvigorating innovation cities
  • Matters relating to designating and fostering national innovation clusters

  • The Special Act on Balanced National Development (Special Accounts for Balanced National Development)

Purpose of the Special Accounts

  • The purpose is to efficiently manage, pursue and support the projects related to a balanced national development plan government agencies and local government are individually carrying out under the same special account and, to redress imbalance between regions and to facilitate locally specialized and independent development.

Changes in the Budget

  • Increase in Support Accounts: Transfer of Projects for Promoting Leading Industries in Economic Regions and regional infrastructure (roads and railways) projects from other accounts to the Special Accounts for Balanced National Development
  • Decrease in Autonomous Accounts: Transfer of state-funded local highways to Support Accounts, disaster prevention projects to General Accounts
  • Increase in Autonomous Accounts: Significant increase in Autonomous Accounts to improve the quality of people’s lives (Example: restoration of ecological rivers and streams, repair of small rivers and streams, regional autonomous social service investment projects, etc.)
  • Decrease in Autonomous Accounts: Transfer of KRW 3.5 trillion worth of autonomous account projects including comprehensive support projects to regions.
